The Shell parachain has extremely limited functionality - it doesn't even have the concept of accounts. It only accepts messages from relay chain stakeholder entities to upgrade itself into something else. The Shell parachain will eventually be upgraded to the Statemint common-good parachain in subsequent referendums.
